What it actually implies

In Korea, a 과태료gwataeryo (gwa-tae-ryo) is an administrative fine usually issued for minor violations like illegal parking, smoking in prohibited areas, or failing to register a business change. Unlike a 벌금beolgeum (beol-geum), it is not a criminal penalty and does not go on your permanent record. However, ignoring it leads to late fees, so addressing it quickly and politely is key.

When it sounds rude (and why)

When calling the district office (구청), using blunt endings like 깎아 주세요kkakka juseyo (Give me a discount) or 안 낼래요an naelraeyo (I won't pay) is considered extremely rude and will likely result in zero cooperation. Even if you feel the fine is unfair, using the "Inquiry" tone rather than the "Complaint" tone is more effective in the Korean administrative system.

Do / Don’t checklist

  • Do: Use the honorific -시--si- when referring to the officer's actions.
  • Do: Mention 납부 기한napbu gihan (payment deadline) specifically.
  • Don't: Confuse 과태료gwataeryo with 범칙금beomchikgeum (fine for traffic law violations that may involve points).
  • Don't: Use casual 반말banmal even if you are frustrated.

  • Casual (To a friend): 과태료 나왔어. 어떡하지?gwataeryo nawasseo. eotteokhaji? — I got a fine. What should I do?
  • Polite (Standard): 과태료를 분할 납부하고 싶습니다.gwataeryoreul bunhal napbuhago sipseupnida. — I would like to pay the fine in installments.
  • Very Polite (Formal Inquiry): 혹시 과태료 납부 기한을 연장해 주실 수 있으신가요?hoksi gwataeryo napbu gihaneul yeonjanghae jusil su isseusingayo? — Would it perhaps be possible for you to extend the payment deadline?

When you need to ask for a payment extension or clarification, choosing between -아/어 주세요-a/eo juseyo and -아/어 주시겠어요?-a/eo jusigesseoyo? depends on the level of "burden" you are placing on the officer.

  1. Is it a standard request? (e.g., "Please send the bill again") -> -아/어 주세요-a/eo juseyo is fine.
  2. Is it a favor/exception? (e.g., "Can I pay this later?") -> -아/어 주시겠어요?-a/eo jusigesseoyo? is much better.
